EA Tuesday, November 7, 1995 NEWS KENOSHA NEWS 27 Boulevard OKd No downtown on this prairie By Patrik, Vander Velden Staff Writer PLEASANT PRAIRIE Village officials said Monday Pleasant Prairie "is not building a downtown," but they took steps to create a boulevard. An intergovernmental agreement between the village and Kenosha County was approved at a meeting of the Pleasant Prairie Village Board, for costs associated with the realignment of Highway ML. Under the agreement, the village would pay engineering and construction costs of the fourlane boulevard on vacant land west of the village hall, 9915 39th Ave. The road with a 24-foot wide boulevard would realign Highway ML across 39th Avenue and create a site for future commercial development. "I would like the word 'downtown' stricken from any concept of the village green or village center," said Trustee Michael Serpe, who chairs an advisory committee guiding development of the 80-acre site.

Village costs for the street could possibly be repaid by a private developer of the proposed business and commercial center. Bryce Styza, a Waukesha developer, has an option to purchase the land from Mark Hujic, New York. "The opportunity for a boulevard is extremely important. I do want to see a village green or village center there. Either way we have to put in the boulevard to help introduce the village concept," Serpe said.

The idea is not for a regional shopping center or downtown, said village officials. "I want 1 to clear up one thing. The village is not building a downtown," said Village President John Steinbrink. Serpe called it a neighborhood village, with the possibility for craft fairs in the green space and ice skating on retention ponds. Jean Werbe, community development director, said the committee will meet again Nov.

Salem lift station may be relocated ARE By Jim Rohde Staff Writer SALEM The replacement of an aging sewer lift station on 84th east of Highway 83, remains under discussion by the Salem Town Board following the opening of bids last week. The problem facing the board is whether to buy additional land and build the new station adjacent to the existing building or relocate the station to a larger site. An additional problem came to light last week when all bids exceeded engineer estimates. "You basically have two options," said engineer Chris Kaempfer.

"You can accept the lowest of the bids, or relocate the lift station to a larger lot." He said in talking with the bidders who submitted prices, ranging from $556,000 to $801,329, they indicated they added an additional $350,000 to the cost of the project because of problems with the existing site and in acquiring easem*nts from adjoining property own- ers. Kaempfer had estimated the cost of the new lift station at $255,000. "We have some real problems since the existing lift station has limitations and cannot handle the additional flow, especially now with the new developments in the town," he told the board. "It's not something that can be ignored." He said they looked at alternative sites for the new station, but said 84th St. is the right location.

"The current lift station is at the lowest point in the area built at a depth of 22-feet," Kaempfer said. "If we try to build a new lift station at a different location, we could be talking about adding 15 feet to the depth of the new facility." "Maybe we should use a bandaid approach on the existing facility until we know which subdivisions are going in," said Town Chairman Shirley Boening. Kaempfer said the bids opened last week are good for 30 days. Russo jury to get case today WASHINGTON (AP) A Chicago man paid $90,000 over a dozen years for cleaning former Rep. Dan Rostenkowski's office performed the work and did not lie to a grand jury about it, the defense said in closing arguments Monday.

The government, however, ended its perjury and obstruction of justice case against Robert Russo, Twin Lakes, by saying he intentionally deceived the federal grand jury probing Rostenkowski in 1993 for political corruption. The jury was expected to begin deliberations Tuesday, the 11th day of the trial, after getting instructions from U.S. District Judge Norma Holloway Johnson. The defense contended Russo was snared unjustly in the government's zeal to nail Rostenkowski, the Chicago Democrat who headed the tax-writing House Ways and Means Committee. If the application from a sequestered juror is received by the municipal clerk after 5:00 p.m. on the Friday immediately preceding the election, the municipal clerk or the clerk's agent will deliver the absentee ballot to the court and the judge will call a recess to allow the voter to cast his or her vote. The municipal clerk will send the absentee ballot to the voter once the request is received and the ballots are prepared.

Absentee ballots are available 21 days before a special election such as the bond referendum. The municipal clerk keeps a public record of all individuals requesting an absentee ballot indicating when the ballot is requested, sent and returned to the municipal clerk. An absentee ballot can be voted at home any time after it is received in the mail. An absentee ballot can also be voted in the clerk's office if the voter appears in person and fills out the written request. The voter should make sure that the certificate-affidavit is properly completed and witnessed by two persons.

The voter and the witnesses must sign the certificate on the absentee ballot carrier envelope. If the absentee elector receives assistance in marking the ballot, the person providing the assistance must sign the statement on the back of the ballot which provides that the person giving the assistance marked the ballot as directed the absentee voter. The municipal clerk will make sure that the certificateaffidavit is properly completed by the voter when the absentee ballot is voted in the clerk's office. The completed absentee ballot must be in the possession of the issuing municipal clerk in time for the clerk to deliver the ballot before the polls close on election day. Voted absentee ballots may be delivered in person to the mu nicipal clerk.

Any absentee ballot received after the polls close or any absentee ballot where the certificate-affidavit is not properly completed cannot be counted.
